I'm using a home-made rig, but am close to deciding there is a reason why commercially available rigs are worth their high price tag.  Three 6.5" suction cups, about 8 feet of 1x1 aluminum tubing, a three-axis camera head.  The camera is a Canon 40D with a 17-40/4L lens and a three-stop neutral density filter.  Shutter open for 1/2 second, car moving roughly 3-4 mph.
